Safe at Home WV

Safe at Home West Virginia

​​Safe At Home West Virginia is a state funded program providing temporary support to:

  • Reduce reliance on out-of-home settings and prevent re-entries into them

  • Ensure youth remain in (or return to) their community settings whenever safely possible

  • Reduce the number of children in placements out-of-state

​

Safe at Home West Virginia empowers families by utilizing an innovative Wraparound planning process including:

  • Trauma-informed assessments and planning focused on needs

  • Wraparound services that are individualized and coordinated

  • Evidence-based services and supports to improve long-term outcomes​​

What is Wraparound?

Wraparound is part of a treatment plan for youths and families that have come to the attention of DHHR through various routes. It is an intensive, holistic method of engaging with individuals with complex needs (most typically children, youth, and their families) so that they can live in their homes and communities and realize their hopes and dreams. Planning is grounded in family members' perspectives, and the team strives to provide options and choices so that the plan reflects family values and preferences. It's a team approach working together for a common goal. â€‹â€‹â€‹

Wraparound differs from many service delivery strategies, in that it provides a comprehensive, holistic, youth- and family-driven way of responding when children or youth experience serious mental health or behavioral challenges.

Wraparound puts the child or youth and family at the center. With support from a team of professionals and natural supports, the family's ideas and perspectives about what they need and what will be helpful drive all work in wraparound.

 

The youth and their family members work with a wraparound facilitator to build their wraparound team, which can include the family's friends and people from the wider community, as well as providers of services and supports.  With the help of the team, the family and young person take the lead in deciding team vision and goals, and in developing creative and individualized services and supports that will help them achieve the goals and vision.  Team members work together to put the plan into action, monitor how well it's working, and change it as needed.​

​What's in your Community? Below are examples of community activities, services and supports collectively referred to as wraparound. 

  • Activities/Lessons/Therapy: baseball, football, soccer, karate, cheer leading, golf, tennis, chess, fishing, bowling, horseback riding, arts, music, etc.

  • Transportation/carpooling

  • Civic Organizations

  • Support Groups

  • Spiritual Guidance

  • Social Connections

  • Mentors - in & out of school

Energy Express 

ERFRN provides a six-week summer reading and nutrition program in partnership with local schools, WVU Extension, and the Hampshire County United Way. 

The program is designed to provide learning opportunities and nutrition during the summer months, when children are most risk for falling behind on reading levels- a preventable loss known as the "summer slide."

Stages of Juvenile Justice

State of West Virginia Competency Training of Youth Under Age 18

1) Initiation of a Juvenile Case

By committing an alleged delinquent or criminal act and/or...Engaging in an action that is illegal because of a person's age such as incorrigibility, truancy, running away, underage use or possession of alcohol or tobacco drinking, known as Status Offenses. 

2) Juvenile Competency

WV Code defines competency as to whether or not a juvenile has sufficient present ability to consult with his or her lawyer with reasonable degree of rational understanding and has a rational and factual understanding of the proceedings against him or her.

3) What is Juvenile Competency?

Presence of a developmental disability, intellectual disability, or mental illness. Juvenile is presently incapable of understanding the nature and objective of the proceedings against them. Juvenile is incapable of assisting in their own defense.

4) When is Competency Questioned?

A juvenile's attorney, the prosecuting attorney, or the court may raise the issue of his or her competency to participate in the proceeding any time during the proceedings.

5) What happens when Competency is Questioned?

All proceedings unrelated to the competency shall be stopped until the issue of competency is resolved.

6) Action Plan to Attain Competency

The forensic evaluator's report will include recommendations for a course of treatment, therapy, or training to achieve competency.

7) Education & Training Services Provided

Identifies the learning needs of the individual. Provides curriculum to create an opportunity for the youth to attain trial competency by understanding court processes. Prepares youth to understand their situation for defense and demonstrate an appreciation for possible consequences.
